The House and Senate have to reconcile different versions of the defense bills (the Senate will not have a trans ban in their budget and will want more money). They then agree on a bill and send it off to the President for signing. It is all a matter of who blinks first. Theoretically, the House can say "if you do not get rid of the trans ban we will not fund the military". This could result in a government shutdown. It all depends on who is going to budge first. Unfortunately, I do not see the trans ban surviving negotiations -- if the Democrats controlled the Senate it would be another story, but since the Democrats only control the House, they do not have enough leverage to get their way on every progressive issue.
